That matters because frontier AI depends on both technical standards and political trust. If safety language becomes indistinguishable from industrial strategy, international cooperation on model testing, compute controls, and misuse response becomes harder.

The practical question is whether governments can separate genuine catastrophic-risk concerns from competition rhetoric. Without that separation, every call for slowing down will be read through the lens of who benefits.
